That's because it's a private forum and only available to those authorized after registering. New registrations are moderated, meaning the admins determine who is able to partake in forum chat. 99% of the time, anyone can register and participate, but sometimes recognized troublemakers are discarded from becoming a part of the community.

I'm sure most of you don't care, but the forums have been updated to the latest version of vBulletin. You'll notice a lot of changes in your userprofile and you can do some other shit like add friends and whatever. Just something else to tinker with while I sit around and not focus on actually populating this forum entirely well, haha.
